We think hat if you want youth to stay in theyr hometown, they have to experience good relations ibn their town, like for an exampel schools. It has to be attractive to sende your own kids to those schools. You should also worke really hard to get a variety of after school activitys. That includes activitis for grown ups too, but we just call it after school activitys.

This stratedgy is really normal, since most youth in norway leave for a time, and when you are ready to start a family, you want to move back to your hometown.
